Belkar is the capitol city of the halflings. It is located in a large valley in the center of the Bozark Mountains. The city is mostly made out of roughly made wooden buildings. This is not a pretty place, nor is it a very friendly one. In fact, it's a pretty rough and rowdy place where those of dainty natures shouldn't go. Despite this, the people are not uncivilized. They might not be openly friendly, but they're not openly hostile either. A good rule of thumb here is leave others alone if you wish to be left alone.
Belkar is not a very clean city. Part of this is due to the very high animal population. In fact, more animals live here than halflings. Most of the animals are cats and dogs, but it's not uncommon to see less domesticated animals roaming through the streets, like deer and porcupines. It is important to note that most halflings have a way with animals, so if you harm one near them, you'll probably end up far wrose off than the animal.
